In 2026, every rooftop or premises hosting kite flying had to be registered with the Lahore district administration through the Basant portal, and quick response teams checked registrations and rooftop safety during the festival. The official Basant 2027 portal again offers rooftop registration through eBiz Punjab; the 2027 notification will confirm who must use it.

Judge capacity by the space and the stairs, not by the guest list. In 2026, events held under an NOC had to stay non-commercial, with no tickets, food sales or advertising, and an NOC could be cancelled on the spot for any violation.
What is banned on a Basant rooftop?
Loud music and sound systems, aerial firing or any display of weapons, alcohol and drugs, harassing the neighbours, and any string except legal cotton dor.
The official Code of Conduct for Basant 2027 in District Lahore applies to every rooftop and premises used for kite flying. It bans metallic, chemical, glass-coated and nylon string; alcohol and drugs; loud music, DJs and sound systems; aerial firing and any display of weapons; and harassment or nuisance to neighbours. Hosts must guard against falls, electrical hazards and overcrowding, use grills or safety walls, and keep off unsafe rooftops. String may be bought only from vendors registered with the Deputy Commissioner's office in Lahore, and buying from unauthorised sources invites legal action. Safety rods are mandatory on all motorcycles in Lahore. Parents and premises owners are responsible for children's safety, officials may inspect at any time, and the owner or manager is personally liable for any injury or violation.

The Punjab Home Department's Basant 2027 directions also require owners to keep electricity wires near rooftops properly protected, ban storing flammable material on rooftops, require safety certificates for lifts during the festival, and make first-aid equipment mandatory at authorised kite-flying locations. LESCO is to fit safety netting to vulnerable installations and clear kites from poles and wires, and the Parks and Horticulture Authority is to remove kites caught in trees. Unsafe or illegal activity can be reported on Emergency Helpline 15.

- Flying towards power lines was banned under the 2026 rules, so pick a spot well away from cables.
- Damp string can carry current and banned metallic string always does, so let go of any string that touches a wire and keep everyone back; clearing kites from wires is LESCO's job.
- Never climb a pole, wall or tree after a kite.
How should parents keep children safe on a rooftop?
Keep them under constant adult supervision and away from roof edges, and never let them run, jump, hang over the munder or chase a bo kata kite.

The Chief Minister's rooftop directives for Basant 2027 allow kite flying only on strong, secure rooftops holding no more people than their safe capacity. Parents and guardians must keep children under constant supervision, and children may not go near roof edges without an adult. Running, jumping, hanging from roof edges and aggressively chasing fallen kites are banned, as are loud music, DJ systems and noise-making devices. Every venue must keep a first-aid kit, and in any emergency people should call Rescue 1122 at once. Building owners and organisers are responsible for any accident or violation.

Parents, guardians and organisers are legally responsible for children's safety. In 2026, children under 18 were not allowed to fly kites, and a minor's offence cost the parents Rs 50,000, or Rs 100,000 the second time. Until the 2027 notification says otherwise, plan for children to watch, not fly.
- Give one adult the sole job of watching the children, behind a line well back from the munder.
- Keep spare dor out of reach, and never send a child to fetch a kite from a neighbour's roof or the street.
How should you light a rooftop at night during Basant?
Light the stairs and the roof edge, and point any lamp meant for the sky straight up, never at roads, neighbours or aircraft.

Lights don't change the rules: kite flying is legal only on the days, and within any hours, the Deputy Commissioner notifies. A beam swung across the street can blind a driver, and we don't sell laser lights at all because they dazzle pilots and drivers. Flying towards airports and air routes was banned in 2026.
What should you do if someone is cut by kite string?
Call Rescue 1122 at once, press a clean cloth firmly on the wound, and keep the person still until help arrives.
Call Rescue 1122
Give the exact address and say it is a kite-string injury.
Press on the wound
Press a clean cloth firmly on the cut and keep pressing; if blood soaks through, add more cloth on top.
Keep them still
Don't move someone who has fallen unless staying put is dangerous.
Cut, don't pull
Cut string away rather than dragging it across the wound.
Report banned string
Keep a piece of glassy or gritty string for the police on 15.
What is the Basant 2027 rooftop safety checklist?
Run through these checks before the first kite goes up, and again each festival morning.

No cracks or loose bricks, and repairs done by 30 December 2026.
