The dates have moved once and may move again. On 18 August 2026, Chief Minister Maryam Nawaz announced a three-day Basant from 12 March 2027 to 14 March 2027. On 30 September 2026, the Punjab government approved a longer festival from 29 January 2027 to 7 February 2027, with a pause on 5 February 2027 for Kashmir Day, and the official Basant portal now lists those dates. On 4 October 2026, a Lahore newspaper reported, citing unnamed sources, that the government would return to the March dates. No notification has confirmed either change of plan.

Only a notification from the Lahore Deputy Commissioner or the Punjab Home Department makes a date legally binding. Announcements and news reports are not enough. That is why every date on this page carries a status label and the day we last checked it.

What is Basant, and why is it back in Lahore?

Basant is Punjab's spring kite festival and Lahore's best-known celebration; after a long ban over deaths from sharp and metal string, it returned to Lahore under the Punjab Regulation of Kite Flying Act 2025.

Basant, also called Jashn-e-Baharan, marks the arrival of spring in Punjab and is traditionally celebrated around the fifth day of the month of Magh; its name comes from vasant, the Sanskrit word for spring, and its yellow echoes the flowering mustard fields. In the 19th century Maharaja Ranjit Singh made Basant a court festival in Lahore: he dressed in yellow and flew kites from palace rooftops, and the celebrations lasted 10 days.

Punjab first restricted kite flying with the Punjab Prohibition of Kite Flying Ordinance 2001. In 2005 the Supreme Court, acting on its own motion, banned kite flying and the kite trade after deaths at Basant. In 2007 the Punjab government banned kite flying outright because of rising deaths and serious injuries from sharp and metal strings, especially to motorcyclists and pillion riders, and from celebratory gunfire. The ban held until Basant returned to Lahore in February 2026 under the 2025 kite-flying law, which repealed the 2001 ordinance.

Where is kite flying allowed for Basant 2027?

Only in Lahore, only on the notified festival days, and only at places the Deputy Commissioner allows.

Basant 2027 is permitted in Lahore only. It is not a Punjab-wide festival; the Home Department called a circulating province-wide notification fake. Under the Punjab Regulation of Kite Flying Act 2025, kite flying is banned by default everywhere in Punjab. The Deputy Commissioner can lift the ban for set days and places, with the provincial government's approval. Flying on any other day, or anywhere outside Lahore, stays illegal.

Some places in Lahore are off-limits even on festival days. The 2026 rules barred flying towards airports and air routes, near sensitive installations and over electricity transmission lines. Expect the same in 2027, and fly from a rooftop, never from a road or a bridge.

Which kites and string are allowed for Basant 2027?

Cotton dor (ڈور) wound as a QR-coded pinna (پنا), and kites no larger than the approved sizes.

A pinna is the round ball of string you buy for Basant. Under the official rules every legal pinna carries its own QR code, so the string can be traced back to the registered manufacturer that made it. If the code is missing, or does not open an official government record, the string is not legal, however good it looks. Our QR check guide shows how to scan one in under a minute.

Approved maximum kite sizes
KiteMaximum widthMaximum length
1.5 tawa gudda40 inches34 inches
patang or guddi (4.5 githi)35 inches30 inches

Official maximum kite sizes: a patang (guddi) may be at most 35 inches wide and 30 inches long (4.5 githi), and a gudda at most 40 inches wide and 34 inches long (1.5 tawa). Nothing larger is allowed.

Safety gear such as finger guards, gloves, goggles and neck guards is worth having for anyone handling string. For motorcyclists, a neck guard is strongly advised. See kite sizes explained and the pinna guide for how to choose.

The banned list is metallic wire, nylon tandi, glass- or chemically coated string, sharp maanjha, the charkhi, oversize kites, loud music and DJ systems, and aerial firing.

Some sellers still list banned noise makers such as the baja next to kites, or sell banned string as 'extra sharp' or 'chemical' dor. Don't buy it, and report sellers of banned string to the police helpline 15.

What are the rooftop rules for Basant 2027?

Rooftop walls or grills must be at least 3.5 feet high and structurally sound, and loud music, DJ systems and aerial firing are banned.

Rooftops used for kite flying must have walls or grills at least 3.5 feet high and be structurally sound, and every location must keep a first-aid kit. Owners must finish safety work by 30 December 2026, and unsafe rooftops are banned outright. Building owners and organisers are responsible for any accident. Overcrowding, loud music, DJ systems and aerial firing are banned, and gatherings above the permitted number need an NOC.

confirmedSource: Dawn

  • Walls and grills: at least 3.5 feet high and strong enough to lean on. Owners must finish repairs to roofs, parapets (munder) and stairs by 30 December 2026.
  • Unsafe roofs: banned outright. The Deputy Commissioner can inspect old buildings and seal any that break the rules.
  • Responsibility: the building owner and the organiser answer for any accident, injury or rule breach on their roof.
  • Crowds: gatherings above the permitted number need a no-objection certificate (NOC). In 2026, events under an NOC could not sell tickets, food or advertising.
  • Noise and weapons: no loud music, DJ systems or noise makers, and no aerial firing or display of weapons.
  • First aid: every kite-flying location must keep a first-aid kit. Add drinking water and shade for long afternoons.

In 2026 the Lahore administration barred under-18s from flying kites, and the 2027 notification is expected to do the same. Parents, guardians and event organisers are legally responsible for children's safety; offences by minors go through the Juvenile Justice System Act 2018, and unpaid fines can be recovered from parents or guardians. Keep children away from parapets and roof edges, and never let anyone chase a cut kite (bo kata) across rooftops or into the street.

Do motorcycles need a safety rod during Basant 2027?

Yes: every motorcycle in a permitted area needs an approved front-mounted safety rod at least 1 metre high.

Motorcycles in permitted areas must carry an approved front-mounted safety rod at least 1 metre high. Lahore traffic police plan to fit rods free of cost on over two million motorcycles before Basant 2027. A neck guard is strongly advised.

confirmedSource: FAFEN

Stray string across a road is the biggest danger to riders, because it hangs at neck height. The rod, often called a safety antenna, catches the string before it reaches the rider. Lahore traffic police plan to fit rods free of cost on more than 2,000,000 motorcycles before Basant 2027, so ask at your nearest traffic office.

  • Wear a neck guard, or at least a high collar or thick scarf, as a second layer.
  • Ride slower during flying hours and watch for string across lanes and flyovers.
  • Don't seat a child in front of you; the rod protects the rider's line, not a child sitting ahead of it.

What are the penalties for breaking Basant rules?

Making or selling banned string or kites can bring 5 to 7 years in prison and a fine of up to Rs 5 million; flying against the rules can bring 3 to 5 years and up to Rs 2 million.

Penalties under the Punjab Regulation of Kite Flying Act 2025

Making, storing or selling banned string or kites5 to 7 yearsUp to Rs 5 million

Courts can impose prison, a fine, or both. Every offence under the Act is cognisable and non-bailable: police can arrest without a warrant, and officers of sub-inspector rank and above can search for and seize banned material. Cases involving minors go through the juvenile justice system, and parents can be made to pay unpaid fines.

When can you buy kites and string for Basant 2027?

Only from registered sellers, and only during the sales window the Deputy Commissioner notifies; for 2027 that window is not notified yet (expected about a week before the festival).

For reference, in 2026 registered sellers could sell to the public from 1 February 2026 to 8 February 2026, a window of 8 days that ended on the last flying day. Kite flying itself was allowed from 6 February 2026 to 8 February 2026, and manufacturers and traders could start work from 30 December 2025.

For 2027, manufacturer registration opened on 5 September 2026. Sellers, traders and associations are expected to register in January or February 2027, and the Deputy Commissioner verifies each application within 10 days. Anyone selling kites or string before their certificate is issued is breaking the law, whatever their website says.

How do you buy kites and string legally?

Buy only from a seller who displays a Punjab registration certificate, and scan the QR code on every pinna before you pay.

  1. Check the certificate

Registered sellers must display their Punjab registration certificate at the shop. Online, look for the certificate number on the website and check it matches the business name.

  2. Scan every pinna

Scan the QR code on a pinna with your phone camera before you pay. A legal pinna's code opens a record on an official Punjab government (.gov.pk) portal naming the registered manufacturer. No code, a code that will not scan, or a link to any other site means do not buy.

  3. Feel the string

Legal dor is plain cotton: matte, slightly fuzzy, and it snaps under a sharp tug. A glassy shine, grit you can feel, or string that stretches instead of breaking are signs of banned glass coating or nylon.

  4. Measure the kite

A gudda wider than 40 inches, or a guddi wider than 35 inches, is over the limit.

  5. Keep the receipt

Keep the receipt and the pinna's QR label until Basant is over, in case you are asked where your string came from.

  6. Skip the charkhi

Wind spare dor back by hand or onto the pinna. The charkhi is banned.
