Who has to register for Basant 2027?

Every manufacturer, trader and seller of kites or string, and every kite flying association, must register with the Deputy Commissioner before making, storing, transporting or selling anything.

Anyone who makes, trades, stores, transports or sells kite-flying material, or runs a kite flying association, must register with the Deputy Commissioner of their district. Applications are made online through eBiz Punjab, which the official Basant portal (basant.punjab.gov.pk) links to, in four categories: manufacturer, trader, seller and kite flying association. Each category needs its own application and a non-refundable fee: Rs 1,000 for a manufacturer, trader or seller, and Rs 5,000 for an association. Applicants need a CNIC, an email address, the fee receipt and verification of their business premises; manufacturers also give proof of ownership or possession of the premises and a passport-size photograph, and an association needs at least 10 members. Manufacturer registration for 2027 opened on 5 September 2026, months ahead of the festival, so that legal stock is ready in time and makers are checked before anything reaches the market. Assistant commissioners verify manufacturers' credentials and inspect their premises, and production is monitored. Makers may produce only approved kite sizes and cotton dor wound as a pinna; sharp maanjha and the charkhi are banned.

For comparison, registration for Basant 2026 opened on 29 December 2025, legal trade began on 30 December 2025, and registered sellers could sell to the public from 1 February 2026 to 8 February 2026. The official Basant portal lists 29 January to 7 February 2027, excluding 5 February, but the dates still await a Deputy Commissioner notification. What must a registered seller do?

Display the certificate at the shop, sell only approved kites and QR-coded cotton dor, and keep records of stock, sales and the movement of goods, as the 2026 notification required.

Registered sellers may sell only approved kites and cotton dor that meet the rules, and must display their registration certificate at their premises. Under the 2026 notification, registered manufacturers, traders, sellers and associations also had to keep complete records of stock, sales and the movement of goods; each registered seller was linked to a QR code, and kites carried QR codes identifying the seller. Manufacturers supply only registered traders and sellers, traders supply only sellers or other traders, and a trader needs a Deputy Commissioner's transport permit to bring material in from another district or province. Officials may inspect premises, storage and consignments at any time, and selling banned material can lead to cancellation of registration and legal action.

  • Certificate on display: clearly visible, so buyers and inspectors can check it.
  • Approved stock only: kites within the approved sizes and cotton dor wound as a QR-coded pinna.
  • Records: the 2026 notification required records of stock, sales and every movement of goods, so each pinna can be traced from maker to buyer.
  • Registered suppliers: buy only from registered manufacturers or traders; a trader needs the Deputy Commissioner's permit to bring stock from another district or province.
  • Banned stock: selling prohibited material can cost you your registration and bring legal action, on top of the Act's penalties.

Why should buyers check a seller's certificate?

Because the code of conduct allows dor to be bought only from vendors registered with the Deputy Commissioner's office, and buying from anyone else can bring legal action against the buyer too.

Unregistered sellers sit outside the QR system, so nobody can trace what they sell, and selling even legal kites or string without registration carries 1 to 5 years in prison. Ask to see the certificate, check that the name matches the shop, and look the business up in the list of registered businesses linked from the official Basant portal. Then scan the QR code on every pinna before you pay.
