Rooftop wall checker: is your parapet high enough for Basant?

Rooftops used for kite flying at Basant 2027 need a strong wall or grill at least 3.5 feet high all the way round, finished by 31 December 2026. Measure the lowest point of your parapet and enter it above: the checker shows whether it passes and how much higher it has to go.

Check your rooftop wall

Measure your parapet or grill from the roof floor to the top. The minimum is 3 ft 6 in.

Measure the lowest point of the wall or grill all the way round the roof, not the highest.

Too low

Raise it by at least 6 in, all the way round.

Height is only one rule: the roof must also be structurally sound and keep a first-aid kit, and owners and organisers are liable for accidents.

How high must a rooftop wall be for Basant 2027?

At least 3.5 feet, as a strong wall or grill around the whole roof, finished by 31 December 2026; unsafe rooftops are banned and can be sealed.

How do you measure a parapet correctly?

Measure from the roof floor where people will stand to the top of the wall, at the lowest point anywhere around the roof.

  1. Start where people stand

Put the tape on the roof floor, not on a step, ledge or water tank base, and measure up to the top of the wall.

  2. Find the lowest point

Walk the whole edge. Corners, stair openings and old repairs are often lower than the rest.

  3. Check grills and gaps

A grill counts only if it is fixed firmly and reaches the same height; close gaps a child or a falling person could slip through.

  4. Push, don't only measure

A tall wall that rocks or crumbles is not safe. Loose bricks, cracks and rusted grills need a mason before the festival.

What else does a rooftop need besides wall height?

A sound structure, a first-aid kit, safe electric wiring nearby, no crowding or loud music, and any registration or NOC the district asks for.

  • Structure: old roofs in the Walled City are being surveyed; if yours is cracked or sagging, don't use it.
  • First aid: every kite-flying location must keep a first-aid kit.
  • Wires: owners must secure electric wires near the roof; never fly near power lines.
  • No noise: loud music, DJ systems and aerial firing are banned on rooftops.
  • Paperwork: In 2026, every rooftop or premises hosting kite flying had to be registered with the Lahore district administration through the Basant portal, and quick response teams checked registrations and rooftop safety during the festival. The official Basant 2027 portal again offers rooftop registration through eBiz Punjab; press reports of the 2027 notification do not say who must use it, so register a rooftop you will host on.
  • Children: In 2026 the Lahore administration barred under-18s from flying kites. Press reports of the 2027 notification do not mention an age limit and its full text is not public, so treat the 2026 ban as the rule until the district says otherwise. Parents, guardians and event organisers are legally responsible for children's safety; offences by minors go through the Juvenile Justice System Act 2018, and unpaid fines can be recovered from parents or guardians.

Who is responsible if someone falls?

The building owner and the organiser: the rules make them responsible for rooftop safety and for any accident.

That applies whether the roof is your own or rented for the festival, so check the wall before you book or host. Kite flying is allowed only on 12–14 March 2027; outside those days the roof should stay empty of kites altogether.

Frequently asked questions

Does a grill count as a rooftop wall?

Yes, the rule allows a wall or a grill, provided it is firmly fixed, strong and at least 3.5 feet high all the way round.

What is the deadline for rooftop walls?

31 December 2026, as the Punjab Home Secretary restated after the Basant 2027 notification.

What if my wall is too low?

Raise it, or a fixed grill on top of it, to at least 3.5 feet before the deadline. Until then, don't use the roof for kite flying: unsafe rooftops are banned and can be sealed.

Is this checker an official inspection?

No. It compares your measurement with the official minimum; only an inspection by the district administration decides whether a rooftop may be used.
